Public Fleet Electric Vehicle (EV) Procurement Targets

“Lead by example” (LBE) is an umbrella term for policy actions that a state government can take to reduce energy consumption and greenhouse gas (GHG) emissions within their own buildings, fleets, and operations. LBE public fleet procurement targets require that a certain percentage or number of vehicles in the state fleet are zero-emission or electric, often with an increasing quota over time. These requirements can apply to new vehicles purchased or leased for the state fleet, or to the composition of the state fleet in general, and may include passenger cars, light-duty vehicles, and medium- and heavy-duty vehicles. Emergency service vehicles are typically excluded from these targets.
