About the Dashboard

The State Climate Policy Dashboard (Dashboard), powered by Climate XChange, is a free, comprehensive, and interactive tool that helps stakeholders navigate the increasingly complex landscape of state-level climate policies. With states at the forefront of a just transition to a zero-emissions economy, the Dashboard provides essential information and analysis to help policymakers, advocates, researchers, and other stakeholders make informed decisions, adopt best practices, and accelerate climate policy progress.

The Dashboard displays detailed state-by-state information on over 60 climate policies across seven distinct policy areas. This data is organized across a series of state- and policy-focused pages, each highlighting whether policies are enacted, in progress, partially enacted, or not enacted — complete with links to the official policy text and, where relevant, summaries and further detailed policy information. This is intended to provide an accurate view of what policy opportunities remain in each state to reduce emissions equitably.

To supplement this information, each policy page includes in-depth educational materials, including explanations of each policy, key resource links, state examples, and model rules that can be used to advance each policy in a given state. The Dashboard intends to democratize policy data by helping state actors conduct easy landscape analyses across state lines and policies. Our State Comparison Tool creates and exports custom datasets of states and policies to aid in further analysis. Data found throughout the Dashboard’s pages, and a full dataset can be downloaded for further analysis.

About Climate XChange

Climate XChange is a 501(c)(3) nonprofit organization with a mission to achieve a rapid and equitable transition towards a zero-emissions economy by advancing state climate policy. The organization is strengthening the climate movement by building actionable research tools, facilitating cross-state collaboration, and designing tailored policy solutions for state policymakers and advocates. 

In addition to the Dashboard, Climate XChange manages the State Climate Policy Network (SCPN). The SCPN leverages existing expertise within the climate movement by connecting advocates, policymakers, and subject matter experts to share best practices across state lines and ensure policies are informed by the latest science. The Dashboard and SCPN work in tandem to empower thousands of professionals in the U.S. with the information, connections, and technical capacity they need to advance successful state climate policy initiatives.

The State Climate Policy Dashboard tracks only passed policies and does not include bills currently proposed in legislative sessions. The website is intended to illustrate the current status of policies for each state, as well as key resources and model states for each policy.
