Electric Bus Procurement Targets

“Lead by example” (LBE) is an umbrella term for policy actions that a state government can take to reduce energy consumption and greenhouse gas (GHG) emissions within their own buildings, fleets, and operations. LBE electric bus procurement targets require that a certain percentage or number of school buses and/or transit buses purchased or leased by the state are zero-emission or electric buses, often with an increasing quota over time. These requirements can apply to new buses purchased or leased for the fleet, or for the composition of the fleet in general, and may apply to the fleets of public transit agencies, schools, or the entirety of the state’s operating buses. Some states have specific targets for buses in environmental justice (EJ) communities.
