Hydrofluorocarbon (HFC) Regulations
Hydrofluorocarbons (HFCs) are synthetic compounds introduced as a replacement for ozone depleting substances, and they are primarily used in refrigeration, air conditioning, insulating foams, and aerosol propellants. HFCs have a high global warming potential and many are short-lived climate pollutants (SLCPs), with an average lifespan of 15 years in the atmosphere.
Emissions from equipment are typically due to wear, inadequate maintenance, or leakage upon product disposal. Managing HFCs involves regulating their production and usage in certain products, and — most effectively — substituting alternative chemicals in their applications. This shift can significantly mitigate the environmental impact of HFCs while ensuring continued functionality in various industries.
The most common way states can implement HFC regulations is through the adoption of EPA SNAP Rules 20 and 23. EPA SNAP Rule 20 specifically addresses the phase-out of hydrochlorofluorocarbons (HCFCs), setting a schedule for their reduction and eventual elimination from various applications, while EPA SNAP Rule 23 targets the reduction of HFC usage by promoting the adoption of alternative chemicals in their applications.
