Energy Storage Targets

Energy storage systems are an increasingly important component of the U.S. power system. As the grid transitions away from traditional fossil fuels towards intermittent renewable resources, energy storage becomes an important asset for energy management, in order to maintain grid reliability and price certainty, and to ensure continued supplies of power through peak demand periods.

States can establish energy storage procurement targets to jump-start the development of energy storage systems. These targets set a required amount of energy storage, typically expressed in megawatts (MW), that must be developed or procured by a certain date. States often set interim targets to gradually build out their energy storage systems over time, including periodic reviews of progress.

State-determined energy storage targets are beneficial in that they provide supportive signals for investors and reduce regulatory uncertainty. Procurement targets can also vary from broad megawatt requirements to more specific mandates that focus on the adoption of certain storage technologies. Procurement targets can be established by the legislature or public utility commissions.

The Illinois Climate and Equitable Jobs Act directed the Illinois Commerce Commision (ICC) to establish storage procurement targets for all utilities serving >200,000 customers by 2022. However, the ICC decided not to establish any procurement targets, stating "establishing targets does not appear to be a reasonable policy to pursue at this state in the process" in its 2022 report to the Governor and General Assembly.
