Climate Bureaucracy
A state’s climate bureaucracy describes the governmental climate bodies (e.g., an interagency commission or task force) responsible for coordinating state-wide climate policy efforts across agencies, and often for researching and writing a state’s climate action plan by a short-term deadline. They are typically created by legislation or executive orders that establish greenhouse gas emissions reduction targets.
Interagency climate bodies often include members from departments and agencies focused on energy, environment, transportation, agriculture, natural lands, public health, and housing. Effective bodies also include representation from agencies and departments that are indirectly implementing policies to address climate change and the clean energy transition, such as commerce, labor, administrative services, and public safety. Due to their governmental membership, interagency bodies can directly influence and implement aspects of their state’s climate action plan.
