Transportation Greenhouse Gas Emissions Reduction Targets

Greenhouse gas (GHG) emissions reduction targets in the transportation sector aim to limit and reduce the amount of carbon emissions from a state’s transportation system. These targets aim to reduce emissions by different amounts over time, often in a percentage relative to a baseline year, and typically cover light- and heavy-duty vehicles. Transportation-specific targets are a useful way for states to establish a suite of policies to reduce emissions holistically.

Targets can be established through legislation or executive orders. GHG targets set by legislation typically require regulations to be promulgated by an environmental or transportation agency to implement the sector-specific targets. Governors can also establish non-binding targets through executive orders, directing state-level environment and/or transportation agencies to reduce and regulate GHG emissions.

CARB has set regional GHG targets for each metropolitan planning organization for 2020 and 2035, ranging between a 3-19% decrease in per capita emissions by 2035, relative to 2005 emissions levels.

Colorado

Policy Directive 14.0 (PD-14) performance targets establish a target to reduce transportation greenhouse gas (GHG) emissions by 60% by 2037, compared to 2005 baseline.

The GHG Pollution Reduction Planning Standard requires CDOT and the state’s five Metropolitan Planning Organizations (MPOs) to determine the total pollution and GHG emission increase or decrease expected from future transportation projects and to take steps to ensure that GHG emission levels do not exceed set reduction amounts. The standards established 2025, 2030, 2040, and 2050 GHG reduction levels for each regional area.
