Property Assessed Clean Energy (PACE)

Property assessed clean energy (PACE) financing programs provide a way for building owners to complete energy efficiency upgrades, including retrofits, without having to pay the entire cost of the operation up front. Under PACE programs, building owners can finance upgrade projects with a loan that is tied to the property itself, rather than the owner — which means if a building changes ownership, the PACE loan is carried with it. Additionally, building owners can secure up to 100% of project financing and pay it back over a long period of time, sometimes up to 30 years, as an additional payment on their property tax bill.

States must pass PACE enabling legislation to offer this financing, but the programs are usually administered by local governments. PACE programs exist for both commercial (C-PACE) and residential (R-PACE) buildings, although the latter is much more common. After a 2010 Federal Housing Finance Agency decision, which ordered federal lenders to stop purchasing mortgages with PACE loans, most R-PACE programs across the country stalled out.
